Tour and charter vehicle licences

What services can you operate with a tour and charter licence

The following services can be operated if you obtain a tour and charter licence:

Passenger Tour
A pre-planned or packaged trip to various places of interest for business, pleasure or instruction, for a predetermined individual fare. It can be of any duration and can include meals and accommodation. Short tours of less than one day would normally be expected to start and finish at the same location.

Passenger Charter
A “charter trip” is one where the vehicle and driver are hired or leased for the exclusive use of an individual or group of travellers and it has not been publicly advertised, announced, notified or otherwise made known with a view to securing the patronage of the general public. Individual fares cannot be charged.

What criteria needs to be met to gain a tour and charter licence?

  • Vehicles should have more than 12 passenger seats, be road worthy and also capable of bringing passengers on tours and charters.

  • Tours should be pre-planned or packaged trips for a pre-determined individual fare.

  • Tours can be of any duration. Short tours of less than 1 day would normally be expected to start and finish in the same location.

  • Charter trips where the vehicle and driver are hired or leased for the exclusive use of an individual or group of travellers without having been publicly advertised.

  • Individual fares should not be charged for charter arrangements.

  • Vehicles shall not operate from taxi ranks or be used to ply for hire or tout on roads or other public places for the purposes of attracting customers or passengers.

 

Information you will need to provide on your application form

  • Year, make, model and registration of the vehicle to be licensed.

  • Number of passenger seats.

  • A brief outline of the services you intend to provide.

  • A Vehicle Maintenance Programme and Fatigue Management Programme for drivers should be attached.

  • Operators agree to adhere to all of the conditions attached to the licence.

  • On application the vehicle is brought to an Authorised Inspection Station for inspection.

Vehicles shall not operate from taxi ranks or be used to ply for hire or tout on roads or other public places.
