How to apply for a licence to operate a service

  • Applicants must contact the Department's Passenger Services Licensing Officers to initiate the licensing process.

  • In order to drive a vehicle with fare paying passengers, the driver must have a valid F or T class driver’s licence

  • Tour and charter vehicles are subject to operating within a defined SCV user policy

Vehicle licensing and modifications

There are a number of tour and charter vehicle types.  All vehicles must pass a visual and mechanical inspection at any licensing centre except for stretch limousines, which when being licensed as a tour or charter vehicle for the first time, or have been modified in any way since the first inspection, must be taken to the Welshpool Licensing Centre (technical branch).

Operators and new applicants for licence should check with the Licensing Officer prior to purchasing a vehicle or making any modification to a vehicle (such as stretching a vehicle), to ensure that it is eligible to be licensed for the purpose sought.

In the case of vehicle modification, once the Licensing Officer has indicated the vehicle is eligible, it is necessary to confirm with the Welshpool Licensing Centre (technical branch) whether the proposed modification will be approved.

Any modification to vehicles that are already licensed and operating, such as to seating capacity or configuration, requires approval from a Department licensing centre. A vehicle that is not approved for use on the road will not be licensed to carry fare-paying passengers.
