From 1 July 2009, the Department for Planning and Infrastructure became the Department of Planning and the Department of Transport. State Land Services and Pastoral Leases became part of the Department of Regional Development and Lands.

Road Freight Transport Industry Council


The Council members represent owner-drivers, hirers, the community and government. 

The role of the Council includes:

  • Assisting in the development and review of the Code of Conduct.

  • Preparing and regularly reviewing the Guideline Rates.

  • Developing and promoting model owner-driver contracts

  • Promoting and encouraging compliance with the Code of Conduct and Guideline Rates, and 

  • Providing advice and recommendations to the Minister about owner-driver contracts and the business practices generally in use by hirers and  owner-drivers.

The eight members of the Council are appointed for an initial eight-month term, commencing on 1 August 2008.  

Council Members

The Council is chaired by Ian King, who also chairs the Geraldton Port Authority.

The other seven members of the Council are:

  • Heather Jones, owner-driver and Managing Director of Success Transport.

  • Nicole Lockwood, solicitor, Shire of Roebourne Councilor and Board Director - Horizon Power.

  • Ray Pratt, owner-driver and Chairman of WA Long Distance Owners and Drivers Association.

  • Sid Moore, Regional Manager for Toll Express WA.

  • Jim McGiveron, Branch Secretary for Transport Workers' Union, WA.

  • John O'Connor, Industrial Relations Consultant and former Commissioner with the Australian Industrial Relations Commission.

  • Trevor Lovelle, Director of Industry Policy for Chamber of Commerce and Industry of WA.
